Section II: Object of the design contest/description of the project

II.1) Description
II.1.1) Title attributed to the design contest/project by the contracting
authority/entity:
Stratford Waterfront (International) Design Contest for a cultural,
educational and residential development on the Queen Elizabeth Olympic
Park.
II.1.2) Short description:
The London Legacy Development Corporation (LLDC) is the mayoral agency
responsible for the long term planning, development, management and
maintenance of Queen Elizabeth Olympic Park and its facilities after the
2012 Games. LLDC’s objective is to promote and deliver physical, social,
economic and environmental regeneration of the Park and its surrounding
area by maximising the legacy of the 2012 Olympic and Paralympic Games.
LLDC is carrying out this design contest under Regulation 33 of the Public
Contracts Regulations 2006 as amended (‘the Regulations’) so as commission
an integrated team, organised under a lead consultant, to produce a
concept scheme design for a cultural, educational and residential
development on the Queen Elizabeth Olympic Park. This team must be capable
of envisioning, developing, coordinating and delivering a full design for
the cultural and education facility, and a concept design for the
residential element. Under the rules of this design contest, and in line
with Regulation 14 of the Regulations, the successful team will also be
appointed, by means of the negotiated procedure, to carry their concept
design through to master-plan and detailed planning consent.
The designer-led multidisciplinary team being sought for the design
contest and the delivery of the design through to master-plan and detailed
planning consent, must have the necessary expertise to carry out all
aspects of the design and the delivery of the design, including as
regards:
— architectural services and sustainable design;
— master planning and public realm design;
— structural and civil engineering;
— cost consultant services;
— ancillary services and other associated services.
It is intended that the successful design team will enter into bespoke NEC
Professional Services Contracts for a term of 40 months.
Securing high-quality sustainable development and investment is of
paramount importance to the Corporation and the Mayor of London. The
overall estimated total cost of the Culture and Education Quarter is 400
million GBP including fees.
