Call for Interest — PINGDI 1.1:Solutions for Low Carbon City and Architecture (SLCCA)

In order to effectively guide and improve the development and construction of the low-carbon pilot zone and to strength its international influence, Shenzhen Public Art Center, under the request from the Planning and Construction Management Office of Shenzhen International Low-carbon City and Shenzhen SEZ Construction and Development Co., Ltd., is going to organize an international competition for the PINGDI Pilot Zone – the urban design for the zone’s one square kilometer and the architectural design for its 0.1 square kilometer. The number in PINGDI 1.1 is the numerical sum of one and 0.1 square kilometers, and also represents the improvement and exploration of the low-carbon development method.

The consultation consists of two parts – design competition and parallel academic research. All outstanding university research teams and design institutes around the globe are welcome to participate. SLCCA is the research topic of “Shenzhen Future +”. The research results and the winning proposals of the competition will be exhibited at the 3rd Shenzhen Forum on International Low Carbon City. They will also be the recommended projects for the Bi-city Biennale of Urbanism\ Architecture 2015.

I. Project background

Keqiang Li, Vice Premier of the State Council at that time, delivered the keynote speech titled Break New Ground in Pursuing China-EU Strategic Cooperation on Urbanization at the High-Level Conference on China-EU Urbanization Partnership held in Brussels, Belgium on 3 May 2012. Qin Xu, Mayor of Shenzhen, was invited to make a speech. He proposed the partnership with EU on building sustainable urban projects and highlighted the proposal that Shenzhen and the Netherlands shall build the Shenzhen International Low Carbon City together as the flagship project on sustainability.

What is International Low Carbon City (ILCC)?

The total planning area for Shenzhen International Low Carbon City is approximately 53 square kilometers, within which the five square kilometers surrounding Gaoqiao Yuan area is the expansion area around the core. The core of ILCC covers approximately one square kilometer as the pilot zone. A total floor area of 1,800,000 square meters is expected to construct in eight years.

As the flagship project based on the agreement between China and EU, Shenzhen International Low Carbon City will be built into the comprehensive experimental zone for low carbon development of the country. The strategic positioning is to be the pilot zone for a nice climate and new low carbon industries, functioning meanwhile to be one of the leading places that promote a low carbon lifestyle and demonstrate low carbon international cooperation.

What is the Low Carbon Office?

The Planning and Construction Management Office of Shenzhen International Low-carbon City (the Low Carbon Office) is a major organization founded by the Shenzhen Municipal Government to plan, coordinate and review the planning and construction of the International Low Carbon City. The main duties of the Office include the study of the development strategy and planning for the Shenzhen ILCC, research on innovative mechanism on industries, land and energy of the City and decision-making of how to attract investment, increase publicity and enhance cooperation and communication with external parties. As the organizer of the annual forum on Shenzhen ILCC, the Office has successfully held the forum for two years.

What does the Public Art Center do?

Shenzhen Public Art Center consists of Shenzhen Academy of Sculpture, the organizing office of the Bi-city Biennale of Urbanism\ Architecture and Shenzhen Center for Design. It provides design exchange, research and promotional services and has been the main organizer of the Bi-city Biennale of Urbanism\ Architecture and the new design school – Shenzhen Future +.
II. Consultation content

1、Competition

The competition consists of the urban design for the pilot zone of the ILCC and architectural design for Land 05-01 and 05-03. The two competitions will be held separately.

The competition is open to all to gather outstanding design proposals internationally. The organizer will form an expert team to review the submissions from design institutes. The winning institutes will be awarded with prizes and the winning proposals will be exhibited on the 3rd Shenzhen ILCC Forum and be the recommended projects for the Bi-city Biennale of Urbanism\ Architecture 2015.

1.1 Urban design competition for the pilot zone

The pilot zone of the Shenzhen ILCC lies at Gaoqiao area on PINGDI Street, Longgang District. It runs along the Dingshan River and covers the area north to Huanlong Avenue (north pathway), west to Jiaoyu Road North, east to Gaoqiao Road and the area within the ecological line of the surrounding mountains. The total planning area is around one square kilometer.

The contest aims at collecting the cutting-edge urban design philosophy and innovative ideas on construction of the land. The formal notice for the urban design competition is planned to be released on 15 January 2015.

1.2 Architectural design contest for Land lot 05-01 and 05-03

Land 05-01 covers a gross floor area of 240,600 ㎡, which includes 120,300 ㎡ of R & D area and factories, 7,200 ㎡ of retail, 87,250 ㎡ of offices, 24,700 ㎡ of business apartments, and 1,100 ㎡ of management facilities. Land 05-03 covers a gross floor area of 222,600 ㎡, which includes 155,800 ㎡ of R & D area and factories, 6,600 ㎡ of retail, 37,300 ㎡ of offices, 22,380 ㎡ of business apartments and 500 ㎡ of management facilities.

The competition aims at providing basis for feasible architectural design proposals with the combination of urban design contest results. The formal notice for Land 05-01 and 05-03 architectural design competition is scheduled to be released by 2 April 2015.

2、University research

The Project now opens to all research teams around the world and invites them to take part in the research and design process and provide the project with theoretical and technical support. Selected research teams will obtain a research fund of RMB 50,000.

2.1 Eligibility

All domestic or overseas universities/ research institutes are eligible. Preference will be given to those with experience in green and low carbon projects. Every research team needs to be led by at least one teaching or professional staff still in service of that university/ institute.

2.2 Registration method
